In recognition thatsexual pleasure is a fundamental part of sexual rights, sexual health, andsexual well-being, the World Association for Sexual Health:因性愉悦是性权利、性健康和性福祉的基本要素，世界性健康学会发布宣言如下:

Sexual pleasure is thephysical and/or psychological satisfaction and enjoyment derived from shared orsolitary erotic experiences, including thoughts, fantasies, dreams, emotions, and feelings. Self-determination, consent,safety, privacy, confidence and the ability to communicate and negotiate sexualrelations are key enabling factors for pleasure to contribute to sexual healthand well-being. Sexual pleasure should be exercised within the context ofsexual rights, particularly the rights to equality and non- discrimination,autonomy and bodily integrity, the right to the highest attainable standard ofhealth and freedom of expression. The experiences of human sexual pleasure arediverse and sexual rights ensure that pleasure is a positive experience for allconcerned and not obtained by violating other people’s human rights andwell-being.性愉悦是身体和/或心理上的满足和享受，来自彼此分享或独自获得的性爱体验，包括思考，想象，梦想，情感和情绪。自我决定、意愿、安全、隐私、信心以及沟通和协商性关系的能力是获得性愉悦、促进性健康和性福祉的关键因素。性愉悦应基于性权利的宗旨而获得，特别是平等、无歧视、性自主和身体完整性的权利，以及享有能达到最高标准的健康和性表达自由的权利。人类性愉悦的体验是多样的，性权利将确保这种愉悦对所有相关人士来说是一种积极的体验，而不是通过侵犯他人的人权和福祉来获得的。
DECLARES that:
世界性健康学会宣言如下:1. The possibility of having pleasurableand safe sexual experiences free of discrimination, coercion, and violence is afundamental part of sexual health andwell-being for all;在不受歧视、胁迫和暴力的情况下，获得愉悦和安全的性体验的可能性是所有人性健康和福祉的基本要素;
2. Access to sources of sexual pleasureis part of human experience and subjectivewell-being;能够实现性愉悦的可及性是人类自身经验和主观幸福感的组成部分；
3. Sexual pleasure is a fundamental partof sexual rights as a matter of human rights;性愉悦是性权利的要素之一，而性权利本身就是人权议题。
4. Sexual pleasure includes the possibilityof diverse sexual experiences;性愉悦包括多样性体验存在的可能性;
5. Sexual pleasure shall be integratedinto education, health promotion and servicedelivery, research and advocacy in all parts of the world;世界各地的教育、健康促进和服务提供、研究和倡导应将性愉悦纳入其中；
6. URGESallgovernments, international intergovernmental and non-governmentalorganizations, academic institutions, health and education authorities, themedia, private sector actors, and society at large, andparticularly, all member organizations of the World Association for SexualHealth to:世界性健康学会呼吁各国政府、国际层面的政府间组织和非政府组织、学术机构、卫生和教育当局、媒体、私营机构人员以及整个社会，尤其是世界性健康学会的所有成员组织:
A. Promotesexual pleasure in law and policy as a fundamental part of sexual health and well-being, grounded in theprinciples of sexual rights as human rights, including self-determination,non-discrimination, privacy, bodily integrity, and equality;基于性权利是人权的一部分(包括自主决定、反歧视、隐私权、身体完整和平等权)，从法律和政策上促进性愉悦成为性健康和福祉的基本组成部分;
B. Ensurethat comprehensive sexuality education addresses sexual pleasure in an inclusive,evidence-informed and rights-based manner tailored to people’s diversecapacities and needs across the life span, in order to allow experiences ofinformed, self-determined, respectful, and safe sexual pleasure;确保综合的性教育以包容、循证信息和权利为本的方式，针对人们不同能力和生命期内的不同需求，解决性愉悦问题，从而实现知情、自主决定、尊重和安全的性愉悦体验;
C. Guaranteethat sexual pleasure is integral to sexual health care services provision, andthat sexual health services are accessible, affordable, acceptable, and freefrom stigma, discrimination, and prosecution;确保性愉悦是性健康服务提供中不可缺少的组成部分，确保性健康服务是可及的、可负担的、可接受的，并且免受污名化、歧视和检举；
D. Enhancethe development of rights-based, evidence-informed knowledge of the benefits ofsexual pleasure as part of well-being, including rights-based fundingresources, research methodologies, and dissemination of knowledge to address the role of sexual pleasure inindividual and public health;性愉悦是福祉的一部分，应加强基于权利和有关性愉悦益处的循证知识开发，这涉及基于权利的经费资源提供、研究方法设计和知识传播，从而可进一步阐明性愉悦在个人和公共健康中的作用;

The World Association for Sexual Health (WAS)is a multidisciplinary, world-wide group of scientific societies, NGOs andprofessionals in the field of human sexuality which promotes sexual healththroughout the lifespan and through the world by developing, promoting andsupporting sexual health and sexual rights for all. WASaccomplishes this by advocacy actions, networking, facilitating the exchange ofinformation, ideas and experiences and advancing scientifically based sexualityresearch, sexuality education and clinical sexology, with a trans-disciplinaryapproach. The Declaration of Sexual Pleasure was originally proclaimed at the24th World Congress of Sexual Health in Mexico City in 2019 and a final versionwas ratified by the General Assembly at the 25th WorldCongress of Sexual Health in Cape Town, South Africa in 2021.世界性健康学会 (WAS) 是一个跨学科的世界性组织，由科学社团、非政府组织和人类性学领域的专业人士组成，通过发展、促进和支持所有人的性健康和性权利，以促进人类在整个生命期和全世界范围的性健康。世界性健康学会 (WAS) 通过倡导行动、建立网络、促进信息、思想和经验的交流，以及以跨学科的方式，推进基于科学的性研究、性教育和临床性学，来实现这一目标。《性愉悦宣言》最初于2019年在墨西哥城举行的第24届世界性健康大会上宣布，最终版本于2021年在南非开普敦举行的第25届世界性健康大会上获得大会批准。
