在2021年5月8日举办的首届亚洲护理论坛上，《护理高质量发展宣言》首次发布。

     该宣言由复旦大学附属中山医院联合全国32家顶级医疗机构和护理高等院校，基于《关于推动公立医院高质量发展的意见》的文件指导精神，凝聚护理管理与护理教育专家的智慧和力量共同铸就。该宣言明确了在推进公立医院高质量发展中护理学科的角色定位与护理高质量发展的核心要义。《护理高质量发展宣言》全文如下。

     一、坚持党对护理事业的全面领导

     衷心拥护和积极响应《关于推动公立医院高质量发展的意见》，大力发挥护理在维护和促进人民健康中的主力军作用。

     Wholeheartedly supporting and responding to the “Opinions on Promoting the High-quality Development of Public Hospitals” issued by the Central Committee of the Communist Party of China, and fully playing nurses’ role in maintaining and promoting health.

     二、建设完整系统的护理学科体系

     聚焦国家战略需求和健康服务领域重大科学问题，注重平台建设和学科交叉，制定护理实践规范和循证指南，形成一批中国护理标准，提升我国护理学科的国际话语权。

     Emphasizing the construction of interdisciplinary platform, taking the lead in formulating nursing practice norms and evidence-based guidelines, forming a batch of Chinese nursing standards, and enhancing the international status of Chinese nursing disciplines.

     三、提高护理人力培养规模和质量

     深化医疗机构和院校间人才需求与培养的协同决策机制，明确护理专业学校教育的体系和定位，完成2035年远景目标纲要提出的“每千人口拥有注册护士数3.8人”的建设目标。

     Deepening the collaborative decision-making mechanism for talent demand and training between medical institutions and colleges, clarifying the positioning of nursing schools, and completing the target of "3.8 registered nurses per 1,000 population"

     四、打造结构合理的护理人才梯队

    建立以人民健康服务需求为导向、以学科稳健发展为目标的人才培养体系。培养一批在国际护理领域具有重要影响力的护理科学家，建立人才分类管理机制，打造结构合理、可持续发展的高水平人才梯队。

     Establishing a people-oriented talent training system, cultivating a group of nursing scientists with important international influence, establishing a talent classification mechanism, and creating a high-level talent echelon with a reasonable structure and sustainable development.

     五、实现科学化智慧化精细化管理

     促进信息技术与护理管理深度融合，提高人力资源管理的科学化和精细化水平，建立早期预警护理质量管理系统，建设护理决策支持平台，提升护理服务的精准性和科学性。

     Promoting the in-depth integration of information technology and nursing management, performing human resource management scientifically, building a nursing decision support platform, and improving the accuracy and scientificity of nursing care.

     六、提供基于需求的一流护理服务

    以患者需求为导向，以患者就医过程中的难点、痛点为突破口，建立学科间、部门间的畅通协作机制，推动服务流程再造，提高人民群众就医获得感。

     Establishing a smooth collaboration mechanism between disciplines and departments based on patient experience in the process of seeking medical services, promoting the reengineering of service processes, and improving the people's sense of gaining when receiving care.

     《护理高质量发展宣言》的发布具有深刻的价值意蕴和里程碑意义，是未来护理发展的纲领与航标，是护理把握高质量发展战略机遇的站位与思考，更是护理深入推动人类社会健康福祉做出的策略与行动。
